The permit picture has one wrinkle that trips up builders and homeowners constantly: the City of Annapolis is its own jurisdiction. Inside city limits, permits go through the city’s Department of Planning and Zoning permit office, and sprinkler plans get their own review from the Annapolis Fire Marshal, on the city’s timeline, under the city’s amendments. Everywhere else in the county, plans run through Anne Arundel County Inspections and Permits with the county fire marshal reviewing. Same NFPA 13D standard underneath, two different offices, two different queues, and paperwork addressed to the wrong one wastes weeks. We file in both regularly and keep the two tracks straight.
