Frederick County puts its backflow rule in writing in the Frederick County, Maryland Water and Sewer Rules and Regulations, Section 8A, Cross-Connection Control, last amended October 1, 2022. The periodic testing paragraph reads: reduced pressure principle backflow, or other testable backflow devices and other backflow preventers must be tested and inspected annually and rebuilt or replaced every five years. The testing is done by a State-certified tester at the property owner’s expense, any preventer that fails has to be repaired or replaced and retested, and outside of high-hazard cases the county sets a compliance date of not more than thirty days after the test date. The owner pays for installation, testing, retesting, maintenance and replacement, and for any permit or disconnection fees.
The rules sort houses carefully. Every new residential building, single family, duplex or townhouse, has to have a residential dual check installed right after the meter, a non-testable device, and the rules warn that it makes the house a closed system that needs thermal expansion relief. Residential property without an accessory high-hazard use is classed low hazard, and so are fire sprinkler systems without chemicals. That is the honest picture for an Urbana, New Market or Ballenger Creek home on county water: a 13D system with a testable double check on its branch is in the annual cycle and the five-year rebuild cycle, a dual check is not tested, and the county says its initial inspection effort after October 2022 is aimed at high-hazard industries and commercial property, with existing properties getting a letter and ordinarily ninety days for any corrective action it asks for.
The City of Frederick is a different utility. Inside the city the water department runs its own program with its own tester tags and Backflow Test Form, so a Frederick city address follows the city’s process rather than Section 8A, exactly as the Frederick County page describes for permits. Brunswick, Thurmont, Middletown and the other incorporated towns with their own water systems can add local steps as well. We test under whichever program the address is on and file to the right office.
What the county expects from the tester and from you
The Division of Water and Sewer Utilities requires that any cross-connection left in place be protected by an approved backflow preventer under a plumbing permit, one that is regularly tested to ensure satisfactory operation. The tester has to meet the state and local certification rules the county cites, isolates the assembly, gauges each check and the relief valve, tags the body and records the result, and the county’s rules put the spare parts, repair tools and any replacement device on the owner. The rules also recommend, for anyone who cannot afford to lose water during a test or repair, installing two devices in parallel; on a house that is rare, but on a sprinklered home with an irrigation line it is sometimes exactly how the plumbing is already run.
- Annual test and inspection of every testable device, by a State-certified tester, at the owner’s expense.
- Rebuild or replacement of the device every five years, whatever the test results were.
- A failed device fixed and retested within a county compliance date of no more than thirty days after the test.
- Fifteen days to correct after a re-inspection letter, then a termination notice of no more than five days, with extensions capped at thirty.
Frederick County rebuild and replacement costs
Because the county rules require a rebuild or replacement every five years regardless of the test, Frederick owners should budget for it rather than hope the device never fails. A rebuild kit renews the springs, seats and rubber in a sound body and is the smaller job; replacement is the answer for a cracked or corroded body, a model with no parts, or a device that fails again soon after a rebuild. Published Maryland plumber pricing frames the money: TLC Incorporated in Gambrills lists tests at $75 to $200 and repairs at $100 to $500, and Baltimore Plumber Service lists $600 to $1,200 for a new or upgraded residential device and $1,500 to $3,000 for a full replacement. Our test is flat and under $150, our rebuild and replacement work is quoted in writing before anything is touched, and the thirty-day clock is why we carry the common residential kits on the truck. The decision itself is laid out in backflow preventer replacement; the freeze-first design questions that come with Frederick winters are on the county page.
Pricing for every configuration is published on our cost guide, well-fed systems are covered on the well-water page, and the county overview lives on the Frederick County page.
Questions we hear on this work
Does the five-year rebuild rule apply even if my device passes every year?
Yes, as the county rules are written: tested and inspected annually and rebuilt or replaced every five years. A passing test does not reset the five-year clock. We log the install or last rebuild date on the tag so the year is not a guess.
My house is on City of Frederick water. Is this the rule for me?
No. The city runs its own water system and its own backflow program, with its own tester tag notice and test form. Section 8A of the county rules covers county Division of Water and Sewer Utilities customers, Urbana, Ballenger Creek, the Route 85 corridor and the other county service areas. We file to whichever office your address belongs to.
Will the county inspect my house for cross-connections?
The rules allow it and require owners to give access, but the county says its initial inspections after October 2022 focus on high-hazard industries and commercial property. An existing residential property that does get a letter is ordinarily allowed ninety days for whatever correction the county asks for.
What is the dual check after my meter, and is it tested?
Every new residential building in the county has to have a residential dual check right after the meter. It is non-testable, so it is not in the annual test cycle, but it closes the plumbing system and the rules require thermal expansion relief to go with it. A separate testable assembly on a sprinkler or irrigation branch is what gets tested.
